The problem: when I am downloading anything with Steam, no matter where I am or what I am connected to, it pauses the download after a few seconds.
Behavior:
Picture 1
Picture 2
I can workaround this by babysitting the 'move to top of queue' button but for large games this isn't practical.
Things I have tried:
This is a problem I've been having for some time and have tried many solutions (see above). I'd love to see a definitive solution to it, especially since I pretty much can't play any game > 1 gb.
OS: Windows 7 Professional, 64-bit
System: Lenovo T420 (laptop), Intel i7-2620M, 8gb ram, NVIDIA NVS 4200M Dragon ball z movie 02: kono yo de ichiban tsuyoi yatsu vostfr 1.
Connection: Up to 45 mpbs AT&T UVerse (usually clocks in at around 30-something)
EDIT: I would like to note that I used to work in CS (see my Stack Overflow profile), so I do know how to do things like 'make sure your internet connection works', 'don't let other programs hog bandwidth', and 'disable background processes'. Because my internet connection works perfectly for everything else I do, including high-bandwith activities (gaming, netflix, other downloading) I would guess that it is not the problem. Especially since I can workaround through queue babysitting (see above). The ONLY problem I have is with Steam, and ONLY when downloading new games.

Thanks for the suggestions so far.

Try disabling ANY processes that might interfere with your downloading (I fixed mine by disabling Skype). You can find the processes here: https://support.steampowered.com/kb_article.php?ref=9828-SFLZ-9289 Let me know if this helped!

Have you tried changing the download restrictions Steam asks you for when changing the download region?
You can get there by clicking Steam --> Settings --> Downloads
When you change your region, you should be prompted to change your download speed (Modem towards faster speed, Dial-Up towards slower.
Could be the issue you're having. I have had this issue previously, but by changing my download speed to No limit (despite having an average 2mb/s), it helped fix it.
I would daresay this though; it seems plenty of others are having the same issues as you have as well, albeit for different reasons.

I want to format my pc, so I need to back up my games on steam and I cannot back up until they are up-to-date. Now steam does not want to update my game, it needs 91.9 MB and steam gets up to 58.1 MB and just decides to stop downloading.
The update is not paused, steam doesn't pause the update, just gets stuck at 58.1 MB and says 13% complete. It's not my internet connection, I have tried re-installing steam and restarting my pc. I cannot re-install the game as it is 17Gig or something ridiculous.

As your primary concern is to take backup of games you can directly Copy the Whole steam folder located in c:/Program files/ to a HDD. This will do the same job you , to restore you just copy it in again from HDD to program files and open steam, steam will again download the client and then you can try to update the game . Also as you mentioned steam backup it is not quite reliable , I once tried but Had to download whole 16 GB game again! Above method works flawlessly!

There are a couple of things you could try, from the Steam Solving Download and Game Installs support page:
Try launching the stalled game by double clicking it. This may allow the download to finish.
If the issue persists, please double check your current download region:
The issue is usually from a router interfering with the download process. Please unplug your router and connect your computer directly to your internet connection to test the issue.
If this corrects the issue, please resolve the router issue using this guide: Troubleshooting Network Connectivity

Now steam does not want to update my game, it needs 91.9 MB and steam gets up to 58.1 MB and just decides to stop downloading.
Depending on the type of content steam may just download 'patches', chunk of content that needs to be applied to your files. That way, it may appears that steam stopped downloading but it is actually working on updating the files.
Steam also use an algorithm to compress the downloaded data, which then needs to be uncompressed locally. Be sure that when steam stop downloading, nothing else is going on (no cpu activity, no hard drive activity) - in short, be certain that the problem is your network. If it is not the network, then all you need to do is wait for steam to finish its job.
If it is a network issue, then follow Nzali recommendations.
